Conditional logic to toggle between fields

Question

I have a DocuSign template with three fields.

Country Dropdown (with 30+ values)
State Dropdown (to be shown only if the country selected value is "United States of America"
State Text (to be shown if any other country value gets selected)

Screenshot 2023-03-20 at 11.04.48 AM I am not able to achieve this using the current conditional rule. Please let me know if there is a way to accomplish this in DocuSign. Thank you.
