Last year I added two additional seats to my subscription and one seat was activated. However, I am the only user so I would like to change the number of seats back to one. I still need the same plan, just fewer seats.

I may have answered my own question. I canceled the Users who were not using the product.

You are correct, whenever you might want to update the total of seats being billed in your account, you are welcome to close (by following the steps mentioned, here) the users in question and these will not be taken into consideration for future invoices.
