My apologies, I am trying to better understand your issue, the CSV file you uploaded to add new users contained users that were already active with a change in the permission profile but they are getting an email as if they need to activate their account again, if that correct?
Can they still login in to their account without needing to take action on the email address?
Did their permission profile update on the active account without needing to take action on the email?
