Can I create a web form configuration through the API?

At this time, web form configurations can only be created through the Web Forms Builder. Once you have created a web form configuration you can create a web form instance from it via the Web Forms API. Web form instances are displayed in a browser to users, who populate the fields and submit the form instances.
