I have one end-user who is having an issue sending to multiple recipients. When they follow the steps to add multiple signers and set a signing order everything works up until they hit send. Then it just sits and spins and loads forever and never sends the email.
Bulk sending is on
User is assigning send order
user has sending rights
no template is in use

This is unexpected behavior. I would recommend that you test the same flow on another computer and another network, just to make sure the problem is not local.
If the problem persists, you will need to send the logs to the support team to check in more detail. To do this, a case will need to be opened via https://support.docusign.com/
