I am sorry to hear that your signers are not completing your envelopes, but I will share more details about the available options to approach this scenario.
Based on your description of the issue, it seems like your signers are downloading the documents during the signing session, after clicking the access link in the email notification.
If that is the case, you could disable the “Download Documents” options on the menu at the top of the screen, through the account’s Signing Resource File, in Settings>Brands>Signing> Edit Brand>Resource Files.
The parameter that manages this option is named “DocuSign_SigningAllowDownload”, you can find detailed instructions on how to work with this option in page 38 of the guide provided below:
