To answer your first question: No, the text box cannot be moved at this stage. Once you have provided a markup on the envelope and it progresses to another signer, that markup text box is no longer movable. During your active signing session, you can only add text inside the box; you cannot change its size, reposition it, or move it to another location on the document.
Because of this, it is best if you initiate a brand-new envelope too recreate the scenario. When you set up the new document, please make sure to edit the size of the markup tool or place it in a different, open space on the page to prevent future overlaps with your initial fields.
Regarding your second question: If you decline to sign the envelope, the entire document will be totally voided. This does not just cancel the other signer's recent additions; it voids the document on your end, all other signers, completely halting the envelope.
That being said, your suggestion to allow moving the markup text box before placing your initials is an excellent idea! I highly recommend raising this feedback on our IDEAS channel: https://community.docusign.com/ideas. You may include complete screenshots of the overlapping fields when you post them.
