I received an email from an email address with domatin @csm.docusign.com with an offer for 1:1 consultation. 

Is this scam or legit?

I have confirmed directly with the Docusign employee, and yes, this is a legitimate email. They do send out these emails offering complimentary 1:1 consultation.
