How to edit Draft envelope by user who is not envelope creator?

Question

I am working on an automation for envelope creation.

I am creating an envelope with a template using Power automate flow using Docusign connector with User 1 connection details. The created envelope present in User 1 draft folder. User 1 account envelope access has been shared with User 2 & 3. Now User 2 & 3 able to see the draft envelopes of User 1, but unable to edit it.

Does Docusign allow users to edit the draft envelopes created by another user?

Is there a way to create the envelopes with dynamic owner? Like if there is any API to create envelope by passing a user ID as envelope owner?
