Cannot cancel account to save my life

Question

I have somehow been charged via paypal for an account I cannot even log into. When I try to log in it says my account does not exist, and I cannot speak to a person unless I can log in. This is ridiculous. I was charged $255 for a yearly subscription I haven’t used even the last year I was charged. I sent an email to the email indicated on my invoice and it says its an unmonitored box. I want to cancel my account and I want a refund.
