Can I create an envelope send it to one person to sign and can they forward it to another person for a signature as well ?

If you send the envelope to one person, and they use DocuSign’s Specify Recioient option, that usually means the second person signs instead of the first person, not in addition to them. You will need to add them as recipients twice with different roles.
