Open Closed Account Envelops from Shared Users

When an account is closed, and the envelopes are shared with another user, the other user cannot access the envelopes unless the account is re-opened.

Since not all organizations have the ability to access transfer of envelopes, this should be allowed for management of enevelopes on offboarded accounts.
