Ensure attachments added during collaborative field review are reviewed by all signers

Currently, when an agreement has collaborative fields, if a change is made to a collaborative field, it goes back in the signing order for previous signers to review. If the previous signer makes another change, the agreement is sent to any signers who had already signed the document before the change was made.

This behavior works except if the only change that is made is uploading an attachment. In that case, the agreement is not sent to anyone else who had previously signed the document before the attachment was added.

This means that an agreement can appear to be reviewed and signed by all parties, when in fact attachments have been added that some signers never saw and never approved. This can result in an erroneous agreement being Completed and becoming binding.

Docusign should correct this issue so that if any change is made within an envelope, previous signers have the opportunity to review and sign off on those changes.
