Document Visability

Enhance Document Visibility so that it can be enabled for any uploaded document, regardless of whether fields have been assigned to recipients, or what action you place against each recipient. Removing the dependency on actionable fields would make the feature more useful and allow Document Visibility to be applied consistently across all documents.
