AI Data Controls page should always be visible

I was told the reason we don’t see the AI Data Controls page is because we haven’t agreed to share our data with the AI tool via contract agreement.     This lacks transparency and our Risk team would feel more comfortable seeing that this option exists but is disabled.   

I believe this page should always be visible but be grayed out (cannot modify the settings of this page) until the customer has agreed to share their data via contract agreement.
