Agreement Manager to Allow specific users to create custom fields

Currently there is a need to view all agreements to all custom fields creation.

There should be an ability to allow those Director level individuals that do contract approval to allow custom field creation and sharing of agreement sets to new project teams for contract renewal and negotiation. There is not a need to view all agreements to create the fields.
