add ability to disable email attachments at the template level

It would be great to be able to turn off email attachments at the template level.  Some templates collect have PII and we don’t want to email that data. But other forms that don’t have sensitive information need to be attached in an email. Using asterisks to hide the PII data isn’t ideal for our users that need to see the completed form for their processing. Currently the only solution is to have 2 different accounts. One to house sensitive forms and another for non sensitive forms. Having this setting at template level would eliminate this need.
