Ability to merge two files before sending

I use Docusign to sign Minutes from board meetings. I would like to upload the minutes in a word document and the I have a template with all the names on the BoD members and auto-filled areas for them to sign. I would like to be able to merge the two files before sending, so the BoD members read the minutes and then the signing page is in the same document and then sign in the same document 

 

It does not work to send those files seperately as BoD members need to see that it is the exact minutes that they are signing and therefore it is not helpful you can download after signing and merge into one file.

 

The workaround with an editable template where I add the minutes on top of the “pre-defined signing page” is also very clunky and does not work for me
