Is there an API to download a csv file of completed envelope?

In the developer console, I can download a csv file with a  envelope.Is there a rest api that can download the csv?

Unfortunately, there's no eSignature REST API that can download the CSV file with an envelope data. However, you can use GetEnvelope API (https://developers.docusign.com/docs/esign-rest-api/reference/envelopes/envelopes/get/) to get the same information in the CSV file.
